What about india?, India have billionaires and many millionaire to invest in to youth, but it's very less compared to USA and China because India doesn't support innovative education, rather put all eggs on IIT, where all IIT'ians just focus on permanent job.

Rich people aren't obligated to give others money. Many of them worked hard for it too. Investments happen when they can see a possible ROI.
The real reward isn't good karma or investing in youth, it is making more money so you can do whatever you like with it. More money opens more doors and possibilities. Not everyone hoards money for the sake of it. It is better to be put to use in building businesses and creating employment.
