My company has not paid by last 3 months salary, should I need to serve notice period

My employer has this system of group of companies coming under one single startup umbrella. He has been delaying my salary for the last 5months with 2.5months worth of salary still pending. Now I got job outside and wanted to resign as soon as possible now.

Last month he moved me into a other company inside the group, I signed a new offer letter. But the salary from that company for aug month hasn’t received yet. Now can I resign without mentioned notice period stating that I didn’t received my salary yet?
