Seeking founders that are registered abroad but hire mainly from India

Hi everyone, I am posting on behalf of an acquaintance who's an Indian based out of the US. He went there from India during the dot com bubble and is now doing pretty well.

He runs an IT business there and naturally, seeks remote talent from India because of 2 reasons:

1. You can pay an India based employee much less compared to their US counterpart without inflicting "unfair exploitation". 50,000 USD per annum is an amazing salary in India but peanuts for IT professionals in the US.
2. He finds Indian talent easier to work with due to similar culture as compared with their western counterparts. He is an Indian after all.

So, we are interested to know if any of you, or someone that you know of have done the same or are doing the same. Other than platforms for freelance work, how do you find people interested in contract based work or full time remote work? Also how do you manage payments? I heard from him that managing payroll is a mess because they have no dedicated presence in India and all their scattered employees give them different preferred modes of receiving payments, hoping to save some money here or there (which is understandable because these platforms charge you anywhere between USD 100-1000 extra and that's a lot).
