In the other markers people don't work beyond office hours. Neither they are expected to stay late. So this is an apple to orange comparison.
Most of the time I pretend to work because if I finish I can't leave and I will be expected to do more work. Beacuse "am free". Productivity is a punishable offence in India.

The other reason is we hire like crazy in unwanted quantities. A job that can be done by 1 we will hire 3. Managers show growth in head count as a performance marker in their apprisal.

The reason is Indians tend to believe any dump from the West to be true. Outside of top companies in the US, most work that happens in the US is mediocre and mediocre people mostly do drama. South Koreans, Japanese, Chinese work hard. Europeans focus on WLB and don't work. Indians are somewhere in between Chinese and Europeans.

To make it seem like more hours were worked. As simple as that. Some companies have mandated number of hours and pay could be cut for not meeting the hours quota. So, people have to clock in hours whether there is work or not.

There is some research around deep work when someone can be most productive. It is usually for about 3-4 hours. Additionally, one may be able to sustain productive work for 10-12 hours or more for sometime but eventually the quality of the output will suffer.

So, I think a lot of people are doing shallow work (as they call the opposite of deep work) to look busy.
