What’s the typical per diem for business trips to California?

Folks who have gone abroad as a part of company meets/consulting projects. How much is required to meet daily expenses? Be it for breakfast, lunch and dinner, daily transport, mobile data etc. I know California is an expensive place to be, and is it common for different states in the US to have different per diem based on living cost?
