Credit card to cash concersion companies, good idea for rewards?

Hey, in Bangalore and in Delhi I’ve seen few places around that give cash/upi on credit card for as low as 1.5% fees. Has anyone tried, I asked them they say they take it on utility bills, I’ve got a few high reward cards (atleast 5%), can I swipe them and complete my rewards?
