Tech guidance for non tech founders

A friend and I have identified a niche requirement for finance functions of listed Indian entities. We would need to build a tech platform which allows our clients to create some kind of a public web page, the contents of which would be managed and controlled by our back end. A SaaS / CRM solution. Since we come from core finance backgrounds with primitive tech knowledge, please can you guide on: - Would it be feasible to outsource the development of this software to an outside agency - What kind of employees would be need to hire once the platform is ready - they would need to troubleshoot, build on new features etc. - What would the cost of development be? We are looking to self fund this venture and achieve some scale before seeking funding if required. - Any resources to read up to get better idea of tech? I have zero idea of languages, codes, platforms etc. Thank you :)
