Manager is answerable for delivery and the rest of the issues that come with it. A large program consists of multiple projects with a billion dollar impact. A devloper not meeting deadlines of cause issues in integration can have major impact. That is the reason there is EMs and PM. I wouldn't disagree with what he has written

Some form of micromanaging is essential for an efficient team unless you hire only efficient people and that requires you to have a big, fat budget.
An efficient person in an inefficient team has to experience collateral damage unless the manager can identify these folks and give them their space.
