Advice on deloitte process

My friend got a verbal offer from HR to which he asked for revision if it is possible. HR asked to take an approval From business head and get back in sometime. It’s been a week and HR is saying that she hasn’t got the approval yet as the team might be weighing options. Does that mean the offer is revoked already ? Has anyone faced the same issue specially with deloitte ?
