Geopolitical relations are based on mutual interests, not individual personalities. India has always maintained a non-alignment policy, and it is necessary for us to have strong bonds with both the US and Russia. Here's why: 
 1.  The US has provided political asylum to Khalistani terrorists in their country and will never want Khalistani separatists to disappear entirely. They want to keep India in check. 
 2.  Russia is aligning with China, and if we cut all ties with Russia, it will eventually strengthen China.

So, in my opinion, it is not just Modi but India that seeks to maintain friendly relations with Russia.
