Well, the second job is usually contractual. And most companies only deduct 10% TDS. If you’re working for a foreign company that doesn’t pay you in INR, then no TDS either.
IT dept of course sees credits in their account against which no tax or missing 20% tax. Hence the notice.
So the article should mention the moonlighters who are not paying taxes
For rest of the folks it should not be a problem
