Any thoughts on this? I was expecting much more from Google...

Google is low-balling from quite some time. You can check on the leetcode… even folks with 7-8 YOE are getting hired as L4 with the similar (even less) salary that you mentioned.
Experience doesn't define which level you should be. Every level needs certain impact and unless you show that, you won't get it

I joined Google about a year ago when they had just announced layoffs. I got a lowbal offer (35base, $71k) but it was still 15% better than what Msft was offering. I'd say 37 base +100k is not bad, not top of the band but not bad either.
