Somewhat likely. I think countries like Russia, Iran, Canada, New Zealand etc. might be frontrunners in adopting this. US, India and other governments will follow suit after this practice has become commonplace.
All governments want to control their citizens even more than they already do. Some of them are more open and upfront about it, while others try to take a covert approach.
Looking at how many trolls are straight up bullying people to death, I hope it actually ends up happening
