How the people gerenally people get freelance projects.?

I am seeing lots of 22 years old who have opened their digital marketing agency and earning really good money by working with freelance clients who pay in dollars. I am starting up and I want a source of income. Don't really want to go to corporate job. Haven't had much success with freelancing. Cold mailing hardly works and gig websites like Upwork etc have lots of competition at some really cheap rate. What are the best way to getting freelance work with international clients? Any help would be highly appreciated.

So, I decided why not use this to expand my real working knowledge and earn some side income too. Any experienced freelance person, please guide on how to start and where to.
