Is reselling WC Tickets for a profit illegal/unethical?

Curious what the Grapevine community thinks about world cup tickets being sold at almost 10-15X of their face value.

Is it illegal / unethical to resell non-essential / entertainment products when we have entire businesses that are being built on this (e.g., MainStreet Marketplace?)
