You can get the Acer CB242Y 23.8 Inch (60.45 cm) IPS 1920 x1080 Pixels Full HD monitor. I am using the 27 in model for more than a year. It works really well for work (good colours) and watching movies.

From Samsung store.
Was in the same dilemma for a monitor under 10k.
But wanted a monitor with buil it usb c hub and tilt support, bought this and it worth spending the extra 2.5k.
You can also try to get the same mode without the tilt stand and buy aftermarket VESA compatible stand for monitor in future.
