I have 4(2 years in machine learning.) Currently earning 10.2 LPA(Expecting a 10% hike). Am I underpaid?or fairly paid? Cause most people I know earn way more than me.I know I shouldn't be comparing myself to others.But I am not sure what is the market rate.

Fair would be anything between 16 to 20. You can do that by multicompany negotiation if you can manage to get multiple shortlists

You can easily get 2X. Try preparing in weekends for 2 months. Then start giving interviews in places where you are least interested in.. just for practice.. once you are into that cycle, in no time you will get a new job with atleast 2X. all you have to do is START.

At 4 let's say 2 in DS itself, you will qualify for a team lead role atleast. At my 4th year which was 3 years ago I had a 34lpa package.
Hit the market, first get any job at 20lpa. And then try to max out at 25.
I don't think anyone will object too much for 20. It's bare minimum. Flipkart freshers get 22. That too cute fresher PMs😅 who add 0 value to company.
