If your company has a some budget, attend conferences like ICML, ICRA, NeurIPS, etc. These are the by far the best places to meet top engineering talent and hire. Another easy way to filter candidates is using the publications record.
ML has a lot of pretenders, and people with very little knowledge or credentials claim that they are experts 🙄
