I want to start website for selling credit cards, Can anyone tell me how does it works? Do I need to partner with bank, or is there something else I can do.

Selling credit card through website? What would be different from a bank’s website?
You need to approach the banks and sign contracts with them to be their sales contractors/partner. It would rather be difficult to convince them without your office, call center staff , ground staff and previous experience in sales to give you a contract. But if you think that's not a problem for you, you can go ahead.
Credit Cards and things like these have lot of rules and documentation. Instead you can sign up as affiliate for eCommerce sites and refer their products for which you get upto 20% commission on sale value. The sign-ups are done totally online and you just need to take care of keeping your website updated and it's promotion. Eg. Amazon, Flipkart, Snapdeal etc offer affiliate partnership.

You need to talk to the Partnerships team of the banks
