Delusional post. Immigrants who move to other countries assimilate, and become localized, especially the 2nd generation kids and onward generations.
Compared to Indians, there are a lot more descendants of Africans, Chinese, Germans etc. living in USA / UK, and the 2nd generation kids of those immigrants, and their further generations, who were born and grew up in their new home countries adopted US / UK culture, and identify themselves as British / Americans. Didn't lead to the "rise of their civilization" anywhere.
Same happens with 2nd generation kids of Indians abroad, and will happen for future generations also around the world. Indian civilization will just stay put in India, even though Indian-looking people may be found around the world, similar to African descendants today. But they will identify with the adopted countries where they get born, not India.
