Of cases of bike borne hooligans terrorizing folks in cars etc, is it advisable to keep pepper spray as well as baton in the car, and if it is used in such cases where someone feels threatened n scared for their own safety, would it qualify as a case of self defence or would it amount to battery/assault charges? I would also install a dashcam both on the front and back side.

If I were recommeding someone in close ones, this would be my recommendation - Always carry a pepper spray and a baton. Use the pepper spray as the last resort before any violence breaks out and use the baton only after you've been attacked even after using the spray.
Also, don't open your windows. Car damages are cheaper than physical damages.
