How Salaries For HR Professionals

I'm puzzled by the relatively low compensation for HR professionals. Despite having 1.8 years of experience in HR and a current CTC of 4 LPA, I've found that potential employers are not offering a significant salary increase - not even 10%. I'm a postgraduate in Social Science from Jamia. Majority of companies I have applied there max budget is 30K only. What steps can I take to enhance my earning potential and secure a better CTC/hike on my CTC?
