How to talk regarding hike ?

I have been in mid size company from aug 22 till date but I have not received any hike so in total 1.5 years in the company no medical insurance no laptop provided by company working from Amazon vm Current yoe :3 techstack react-nextjs

How to approach should I get another offer letter and leave this shit hole ?
