Is there any chance to Reject

I have completed my HR round in Infosys on 14th Feb, 2025. On that day they said will get an offer with 14 days. And they initiated BGC, shared required documents. Today I called to HR for getting the status, he told that still didn’t get any approval from higher management, it might be 50:50 chances.
So I want to know like will they reject at this situation.

Almost similar case like mine. Cleared their technical and delivery manager round. HR called to convey that only HR round is pending for offer discussion. This was on February 7. Since then the HRs are ghosting me. Multiple calls and messages have been ignored. I sent a mail to their recruitment cell and in return they told that I should expect a response 15-20 days(excluding weekends) after the interview. I understand employees ghosting companies which is not ethical but the reverse is not expected. This just shows the mis-governance in their recruitment dept. I mean what are you trying to portray as a company to the world definitely matters. Why should outsiders trust you?
On inquiring through the help of a relative who works in Infy, I got to know that recruitment is on hold for Job level 6 onwards. I just hope that they don't cancel the offer.
By the way what profile you interviewed for and what seniority level were you expecting?
