Well my landlord has refused to give me his pancard and I have a very high hra component .

Send 50k to your parents and claim that as hra.
What about tax liability of my parents then. They don't have to declare ?
Till 12 lakh income tax is nil.
If you pay more than 50K PM rent, then TDS of 2% is mandatory.
So you should get his PAN automatically.
In case less than 50K PM, if you pay via Bank Transfer, then go to his bank and manage to get his PAN (obviously not by asking directly).

I think to get property on rent , PAN card of landlord is necessary anyhow
