Manager and his fam

I feel my team follows monarchy. I do not know why my manager considers himself as the ultimate ruler and has the guts to say that his rules set for the team is everything and Siemens rules has got nothing to do with it. Why should one ask permission for leave rather than approval in Workday? I have no idea. Why is the opinion about the entire team members is decided by the fewer colleagues with whom my manager hangs out with? Is he not supposed to be unbiased? Also, I feel betrayed for not being informed about my Job role category as non-technical when I joined as fresher. Is it the same all over Siemens that the managers spoil the team atmosphere? People are afraid to speak up the truth..
