Why are companies even hiring freshers as PMs? Someone who has not written a single line of production code, lead teams, created product roadmaps.... is hired to do these?

I am a fresher and work as an APM. Our company hired APM to remove too much load from our PM's head. So, all that I do gets approved by my PM. Learning+Doing the actual work.
