Salesforce Offer letter

Generally how many days Salesforce Company take to release offer letter. I have cleared all the rounds as HR told me over the phone.

HR told that has to take approval and after that offer letter can be released.

Will they send offer letter to everyone who have cleared the interview or due to some budget they don't give offer letter?
