Urgent Suggestion pls..

One of my friends recently received a counter offer from one of the MNC company.. So if the company offers a counter offer and After that he still doesn't join..then in that case is there any concern about the risk of being blacklisted as he might not choose to join the company even after accepting their counter offer. Is there a possibility of affecting his future opportunities with the same company? Do they black list for rejecting their counter offer?
