Why does Hotstar need so many PMs?

A quick search on LinkedIn shows there are so many senior leaders for product management at Hotstar. Feels like even more than engineers. What are they building that they need so many senior folks. Also they are still hiring! With Reliance takeover on the cards, I wonder if there are massive layoffs coming up. I hope not.

Maybe because engineers are not ready to share work on some required tasks (with a product mindset, I mean SEs just want to code, right)?

Since Jio has taken up IPL broadcast and also HBO shows, how is the scene at Hotstar? It would be difficult for them to make money through subscription since Jio cinema is free. How is the future look like?
