Cognizant offer letter release delay

Today, he informed me that my offer letter was approved at 26 LPA, though I initially requested 28 LPA, which I am somewhat okay with. Currently, I am earning around 16.26 LPA and also have a counteroffer at approximately 25.40 LPA. He also asked me again to fill out my employment details, but the CDF 2 form only requests the last five years of my employment history. I’m wondering if they intend to release my offer soon or if they might be considering someone else, potentially delaying my offer. ..?
