Folks in HR & Product - NEED CLARITY

I’m an APM with total exp of 5 years and 3 years of exp in Product. Current CTC : 14-16 Tier 2 University/College How much should my ask be, while applying for jobs that could be considered a safe number in terms of CTC? Want to gauge before applying since expected CTC is a mandatory question while applying for more jobs. Also, my org. without my consent has increased my notice period from 30 to 60 days - I’m sure everyone wants an immediate joiner but what would be an ideal notice period range which I should state. This would help me in deciding how much of my notice period should I buy out. Thanks in Advance, Cheers 🤘🏻
