How do I approach a startup for an internship?

Given the current situations in the market and everyone focusing on cancelling the appraisals or laying off or worst doing silent layoffs. What good options are left for people to join that ensures a good balance of Compensation, Culture and good future outlook. 
Mention genuine suggestions only and NO rant on your current organisation please. Want to understand market landscape and would be good knowledge to have right now.

Any opportunity for freshers in starups?

Recently, I got my resume shortlisted for a 2 months internship at a Bangalore based startup. They're offering 13.5k per month stipend with no full time opportunity. Also, there's no remote opportunity as well. I'm currently based out at a different state. They're asking me to fill a form if I'm interested to go forward with the application. 

Should I take the chance to go forward with the application? Isn't 13.5k too less to survive in Bangalore?
