What should I do to get referrals?

I mean its so hard to get a referral or is it just me? Basically,

1. Everyone on linkden is basically an influencer, though with a legit experience and ofcourse technical skills, its more like everyone is just there to flaunt and I practically see no one actually being helped or helping.

2. Only on a personal level, I guess having met them, do people take you seriously, that still is a low probability.

So my question is, if you were an average Joe in this job market, how would you approach people to have them actually land an interview let alone be selected?

Where do you guys get referrals from?

Here in the grapevine app itself i got several referrals. All the interviews I am attending now are firm referrals. Whether I clear the interview or not is second. But I could see many folks coming up to help by giving referrals. If we get selected its win-win situation we get the job and they get money too.

I saw many posts of linkedin claiming none of their referrals got an interview call. Is referring someone really have some advantages over directly applying? Is it company dependent? Can you share how many of your referrals actually got calls.

Thing here is I am not getting any interview calls (I may blame 90days notice) but how product based companies hire… like i am checking naukari. It’s full of consulting companies mostly or service based companies. LinkedIn I could see some job posts but not actually hearing back  from them(maybe skill issue) . I am seeing LinkedIn posts everyday about how people are starting a new position in a different organisation. I've tried LinkedIn job posts, asking for referrals, trying less popular job portals, applying directly in career pages of companies, and changing my resume multiple times. But no luck. Even if the resume gets shortlisted now, there's no further action. 

I can see multiple people giving seminars on how to switch jobs but everyone has the same things to say.

Any suggestions?
