I have asked a freelance flutter developer to build an app for networking. He said he can develop screens but want me to handle backend API creations and cloud service integration of APIs and maintenance through another backend developer. Can't flutter developer work on backend APIs? ( he suggests AWS or Azure over Firebase)
It's not that flutter developer can't work on backend, it's just that this specific dev has clarity that they have not adequate skills to build the backend.
Respect that.
Either find a new guy who can do both backend and the app or find 2 devs.

If you need someone to build everything, try to hire a full-stack developer with Flutter and backend skills. Or try to hire another backend developer like your Flutter guy suggested.
