Can you explain it. By what I understand the one who created the problem and solved it, got rewarded .

Both had a problem at hand. One person quickly acted upon it and solved it during the initial stage and hence the negative impact of that problem was less.
On the other hand, the 2nd person led the problem to grow bigger and bigger, although they could have also solved it during the initial stage. Now when the problem became bigger and the negative impact of that problem was much worse, then they solved it and it appeared as if he was a hero.

Very very limited narrow picture. Doesn't tell if the person was putting out other higher priority items this grew serious
Also, leadership hate surprises and want to be updated. So if you averted a problem that could have grown big, highlight and tell people about the impact. It is part and parcel of your engineering career.

Telling the impact and actually witnessing the impact are two different things. The former will always be more rewarding and treated as a herioc move from the POV of management.
