Things you can assume about someone, whos doesn't have a LinkedIn presence:

I see LinkedIn as the generic platform for technical personels. Presence on LinkedIn guarantees presence on other niche platforms but not viceversa

Probably a old person, as for them digital presence doesn't matter
Have not been actively looking for opportunities in past 2+ years
Probably not familiar with latest industry trends
Isn't aware about the bhaiya/ didi influenza, so also making him/her unaware of the current industry hiring patterns

Been in IT industry for a decade and dont use LinkedIn. Once HR asked my about my LinkedIn profile, I simply said that I don't think platform provides me any value in return of my time. That's it.
