A person paying income tax should be given few options as to where she/he would like the govt to spend their money

It's my money, i should be able to spend some part of it towards the issue i relate the most to, apart from my own voluntary donations.

Of course the government needs to come up with some framework for proper distribution, but there should be a guarantee that some percentage of my money must be spent on the issue I want to contribute to.

I should be allowed to choose a specific city/area also.

e.g.poverty, education etc.

You have already voted the government in power. Vote them out if you feel they arent spending your tax money the right way. That is what happens everywhere.
