Resignation discussion with Manager
I am planning to resign as soon as I get an offer and will probably start interviewing in a week or two. My manager is a good person, is it okay to discuss about resignation with him? Or should I wait for an offer?
Company is not your family. Manager is not your friend. Neither are your coworkers. Stay cautious and lookout for yourself.
Being a manager, I'd suggest not to share this. The moment you share, he'll start looking for your replacement, may give you important work (if you are an asset). He'll try to get his quarter/year commitments done as much as possible.

It depends on your relationship with the manager. If you trust the manager and expect him to act like a mature adult, it is best to keep him updated and avoid burning bridges. If he/she truly believes in you, they will support your growth inside or outside of the company
Bad idea. However a good person he is, he's still his manager. If OP doesn't leave for some reason, it might impact his/her promotions.

I’ve been in the industry for 11 years, I would have done this for all but 1 manager whom I didn’t trust. Trust is foundational to the approach to work.

It'll be foolish to discuss this with your manager before getting an offer, doesn't matter how close you are with him.

Seems you’re worrying more about your manager, the good person, than yourself.
I can say no one in this world can be taken at face value as good person. Better get an offer and discuss.
