Is 35 fixed (30% hike) worth considering in ACN (position offered - L9 consultant) with 10 relevant YOE at a Big4 (Non MBA)?

Joining bonus - 5 Variable -0 to 27%

In how many years after joining, would they consider eligible for L7? Is it difficult to get promoted to next level| within 1-2 years? When would they pay out annual hikes? How is the work culture and work life balance?
