Not sure what OP means by damage done. Making a country pay $7 billion for the lives of 8 citizens is not damage done to anyone.
It just shows that the Indian government isn’t able to use any diplomatic channels to find a solution. It can obviously be argued that the Qatar government / judiciary has worked opaquely in this case but given the levers India could have pulled, this still remains a huge diplomatic blunder.
The last time this happened was to a Nepali citizen. Can you imagine the same happening to an American or a Britisher?
This is where might comes to play. Naan violence won’t get you the clout that the fear of god can. India se panga lo? You’ll win, most prolly.

We need to rise up from our servitude mentality that’s been shoved down our throats since 47.
They ain't even ever gonna pay that. It'll go to trial and most probably get squashed. Even if somehow magically they're forced to pay, they can just withdraw from India, start a codeshare flight with Air India/Indigo to Doha and carry on as usual.
All these islamic countries have United to support their little rogue guy, Hamas. This is Islam guys...they see only 2 things - muslims and kafirs. If you support Israel or Nupur Sharma or anyone, they will stand united against you. There is no ethics or virtue...only Muslim or kafir. The world has to either deal with this bully or end it...ending it is tough though.
Islamic countries like Qatar, Saudi Arabia, Pakistan, etc also nurture terrorists to arm twist others...and when you retaliate you are condemned for killing innocent folks.
I think the core problem is that the radicalism is so strong that a "civilian" today can probably become a "violent agent" tomorrow coz they are hard-coded with reverence to Allah. Pretty tricky situation for the global communities. Quite a menace for the modern world.
