Marketing worked though, un/misinformed folks travelled from all over the world to do "darshan". They charged more than 5 star hotel rates for tents, funnelled/washed a lot of money via construction and operations. Real winners were the industrialists pocketing tourists and taxpayer money, and big real estate selling highly inflated hopes and dreams.
