Why companies are shifting to tier 2 cities?

Is office shifting to tier 2 cities only beacuse the commercial rents are high in Tier 1 cities or it has some other agenda behind it? Nowadays many people are comfortable to work from there home location. It saves cost. Is this also the reason for companies shifting its focus to tier 2 cities? Any inputs would help!
