The requirement for new roads new sewage etc increases , and when the municipality digs in one place they can't keep it isolated from the network be it roads or sewage, and while connecting them there are chances some debris might fall and get blocked or create a bottleneck in one or the other junction and the age old systems which were created even before you and me were born might fall and create chaos
Learn to accept what is there , live and let live
