Yes and no. One thing you gotta understand about Congress is that these fcks always fuel rowdyism. Be it Ka Ra Ve or that Nalapad ahole etc.. you know a guy that confessed to attempt murder became youth congress president by election (nalapad)

Ka Ra Ve fcks are rowdys through and through. BJP usually shows them middle finger and they are staunchly against BJP. This has been the case from Yeddyurappa times. Moment congress comes into power all sorts of goondas grow powerful. Primarily because of the way DK Shi or KJ George's connections are rooted. They are old and rooted rowdys.

So... Congress's statements have no bar in terms of help to the language, on the other hand would they not do anything? No they get lenient to non official actors, hence things do shape up around them.
