A scholarship for people who failed

When I was in college, I saw many people getting scholarships for coming 1st/2nd in class or for achieving some merits. But nobody cared about people who failed or came last because of the reasons beyond their control. Those reasons could be an underprivileged background, family/society pressure which leads to poor mental health, hence poor outcomes. I believe such people also need support, a helping hand which helps them come out of the adverse situation. Currently they are in a bad situation but generally back benchers end up becoming toppers in life with proper support. Since college, I have thought of starting such a scholarship. Now i might actually do it. The amount could be 5-10k (depends on if others also join to contribute) and 1-1 discussions. What do you think the impact would be? Please don't say it might motivate people to fail, no it doesn't work that way. Ensure you have a logical argument, not emotional.

I mean scholarships are classified as merit based and need based for this very reason.

Check their past record, if it's just a phase you'll spot it. Help such people. Maybe sponsor trips to therapy. Maybe help someone out with gear. An alternate is to treat their problems indirectly.

Scholarships are given to People in general who show promise (but cannot afford the fees) Let's not get into the exceptions to the above statement. That being said, failing due to any reasoning be it external factors etc isn't a show of showing promise. If people ask for help in dealing with external shit / issues, I believe it's more reasonable ask! but giving out scholarships for failing isn't something I wanna advocate

It does motivate people to take the easier way out. Which would be to fail unless you have a robust screening system in place. Robust screening system will be expensive. It needs good amount of time spent on scrutiny. Instead it would be better to set the bar a bit below and reward outcomes.
