I think it came out incorrectly. What I meant was he has been constantly refusing to pay vendors, employees and third party agencies whose services Twitter used. These are all liabilities in a companies balance sheet. You can't acquire a company and not honour it's liabilities.

I feel he has been walked into a trap by a rougue HR. He is berating his own employees who were not the decision makers during Jack's time.
