We all know the general notion about HRs. But have product managers in recent fast growing startups become redundant as well?

Nope. Small startup’s might have EMs acting as PM as well but well established startup’s or large orgs will continue to rely on PM for important product work and decisions.

Well yeah. HRs atleast are pretty/handsome. Nowadays PMs are the same. So they might add value to the org just we need to pay them same as HR
