villages and smaller towns are the vote banks. goverments will continue to bleed cities to pamper villages/towns. how many know that BSNL broadband has two kinds of charges for the same speed? its cheaper for rural areas. The 70 saw the migration pick up from villages to cities. the main reason was villages didnt offer much to stay and work there. 2030's will see the reverse migration. Cities are expensive and unlivable.
