But did you try to ‘jumpstart’ your product? Like focus a lot of users in a single day to sign up. That usually gets a network going in marketplaces or consumer businesses

What's the product?

There could be many reasons why users did not opt in to use the product. I suggest talk to at lest 5-10users first. Understand their friction to conversion.
Possible resons for not using the product could be:
- Distribution problem
- No perceived value
- Missing trials
- Pricing
- Better alternatives
etc.
Once you get clarity on the friction points, you would get a better direction.
